Russian visa with a non-Finnish passport or dual citizenship

Venäjän viisumi muulla kuin Suomen passilla tai kaksoiskansalaisena

Updated 18.9.2026. In short: a citizen of another country who lives in Finland can apply for a Russian visa in Helsinki. The consulate asks EU citizens for no extra documents. Citizens of other countries need their Finnish residence permit card, US citizens do not. If you also hold Russian citizenship, no visa is issued and you travel to Russia on the Russian passport.

Why is the price for an EU citizen different from a Finn's?

The consular fee is the same for all EU, EEA and Swiss citizens. The difference comes from the price of the tourist confirmation, which depends on nationality. In both cases the price includes the consular fee, the tourist confirmation and our service.

What is meant by the residence permit card?

A citizen of a non-EU country must show that they live in Finland. The residence permit card issued by the Finnish Immigration Service serves this purpose. Bring the card when you bring your passport, or send a copy with your documents.

I hold both Finnish and Russian citizenship. What do I do?

The consulate does not issue a visa into a Finnish passport for a person who also holds Russian citizenship. You then travel to Russia on the Russian passport. If the citizenship is not declared, the application is refused and fees are not refunded.

The Finnish Ministry for Foreign Affairs points out that in Russia a dual citizen may be treated as a Russian citizen only, which limits Finland's ability to give consular help. Read the Ministry's travel advisory before you decide to travel.

How do I get started?

Tell us your nationality, the visa type and your travel dates, and we confirm the price and the documents before you order. Contact the office or see the document checklist.
